Research Programme 'Culture and Foreign Policy': Calling for Proposals

A new roadmap for Indonesian-German cultural relations

ifa's Research Programme 'Culture and Foreign Policy' provides experts with an opportunity to study current topics related to Germany's foreign cultural and educational policy and to work at the interface between theory and practice. Research projects normally last three to six months. During this period, the experts involved in the project provide actors in the area of international cultural relations with clear, concise summaries of the latest academic findings. They formulate recommendations for future external policy strategies, initiate expert dialogue and organise discussion forums and events.

ifa (Institut für Auslandsbeziehungen) invites proposals for the following research project, subject to approval of funds:

A new roadmap for Indonesian-German cultural relations

With a population of 252 million, Indonesia is the world’s fourth most populous country and also home to the largest Muslim population. At the end of 2015 it hosted a four-month “German Season”. How can we follow up on this initiative? What images do we have of each other, and what issues could we tackle together? What new or existing partners and actors should we collaborate with? Could interfaith dialogue be a good area to work on? If so, how should it be established? Does it offer an opportunity to focus on preventing radicalisation?

Cultural policy and Europe in the world

Within the framework of ifa's Research Programme "Culture and Foreign Policy" experts examine current issues related to foreign cultural and educational policy.

The ifa is currently calling for proposals for the following research project:

Cultural policy and Europe in the world

As a political project, Europe is committed to the guiding principles of the rule of law and multilateralism (including binding treaties). This "narrative" increasingly sees itself in global competition with other narratives, including the competitive narrative of the survival of the fittest. This project looks at how Germany's foreign cultural and educational policy can strengthen the European narrative looking outward, retrospectively, and also within Europe. In this respect, what is the role of civil society in examining issues and formulating ideas for the advancement of society?

It is also important to ask why this narrative finds itself under pressure. In what areas can Europe's credibility be called into question? How does the advance of digital communication pose a threat to the public sphere?

With regard to the coming decade, the Paris climate agreement and the 2030 SDG agenda, the following questions need to be addressed: How can foreign cultural and educational policy help to achieve these goals and support Europe's role in global cooperation? What role does culture play in the social transformation associated with this? Which cultural and political paradigms need to be reinterpreted? With this in mind, how should foreign cultural and educational policy be drawn up in practical terms?

With regard to digital communication, what challenges does digital technology present to the concept of freedom, both through the instrumentalisation of digital communication and the use of big data? What is Europe’s position on this? What narrative should Europe stand for and promote? What does this mean in concrete terms for foreign cultural and educational policy?
