From the beginning, the two German governments took great pains to restructure the educational systems. A new generation of democratically minded citizens, immune to Fascist ideology, was to be educated in this sense in both East and West. The GDR was initially more radical in reorganizing and reconstituting its educational institutions, while the pre-school, school and university systems of the Federal Republic did not experience more drastic changes until the 1960s. Apart from housing construction, architects were able to express their social commitment best by designing and building educational and training facilities.
