Abstract: "Tell America’s story to the world", das war die Hauptzielsetzung, mit der 1953 die USIA gegründet wurde. Sie war von Anfang an ein wesentliches Element der amerikanischen Außenpolitik, die sie mit den Instrumenten der internationale Informationspolitik, des Auslandsrundfunks, der Kultur- und Austauschprogramme unterstützt hat. Auf der Basis von umfangreichen Archivstudien und über hundert Interviews mit Akteuren und Zeitzeugen arbeitet der Autor die Geschichte der USIA auf und schildert beispielsweise den Kampf der Voice of America um journalistische Standards, die Herausforderungen, die der Vietnamkrieg und Watergate an die USIA stellten, und ihre Rolle im Rahmen der schwierigen amerikanisch-sowjetischen Beziehungen in den Achtzigerjahren. Als ausgewiesener Experte im Bereich der Public Diplomacy kommt Nicolas Cull zu dem Ergebnis, dass die beste Public Diplomacy keine schlechte Außenpolitik wettmachen kann. Die größte Herausforderung für die Vereinigten Staaten wird in den nächsten Jahren darin bestehen, die Public Diplomacy anderer Staaten zu ermutigen, um auf der Basis des Prinzips der Gegenseitigkeit in einen Dialog mit anderen Staaten treten zu können: "In the sixty years since 1945 the United States has learned to speak. Truly effective public diplomacy will also require that America learn to listen."

Abstract: Dass der Herrscher sich das Volk mit Brot und Spielen gefügig mache, kritisierte bereits der römische Dichter Juvenal. Bis zum Ende des 20. Jahrhunderts oblag den Staaten weitestgehend die Deutungshoheit über ihre Politik. Dass sich im Zeitalter des Internets aber auch Unterhaltungsmedien zu Waffen im Kampf gegen staatliche Repression entwickeln können, zeigte nicht zuletzt 2011 der Arabische Frühling. Dieser bediente sich maßgeblich sozialer Netzwerke im Internet, um Informationen ungefiltert unters Volk zu bringen. Keine Nation verfügte im 20. Jahrhundert über eine so große politische Deutungshoheit wie die Vereinigten Staaten von Amerika. In seinem Buch "American empire and the arsenal of entertainment" untersucht Eric M. Fattor die Mittel und Wege, mit denen die US-amerikanischen Regierungen seit Aufkommen der Massenmedien versuchten, ihre Botschaften durch Informations- und Unterhaltungsprogramme zu verbreiten. So arbeitete die Voice of America (VOA) während des Zweiten Weltkriegs mit Stars wie Bing Crosby und deutschsprechenden Moderatoren daran, das deutsche Publikum auch mit politischen Inhalten zu erreichen. Auch US-Filmerfolge wie "Casablanca" und Charlie Chaplins "Der große Diktator" wurden bereitwillig in aller Welt verbreitet, um in der Bevölkerung eine proamerikanische, antinationalsozialistische Haltung zu festigen. Mit der medialen Autonomie, die in den vergangenen Jahren durch soziale Netzwerke und Mediendienste wie YouTube und Facebook geschaffen wurde, bröckelt auch das US-Imperium der Unterhaltung, schreibt Fattor. Die Aufarbeitung des Falls Edward Snowden im Internet beweise, dass auch die USA ihre Medien- und Unterhaltungspolitik überdenken müssen. (ifa)
