Abstract: The rapid establishment of Confucius Institutes all over the world has raised a question of doubt about the motivation of China. From the perspective of China, the institutes can help to promote Chinese language and culture, and project a positive image of China as a benign country. However, other countries may wonder how far China would like to exert its soft power and cultural influence on the rest of the world.
This article aims to examine multiple reactions and interactions related to this issue. To understand views from different perspectives, a survey of academics, researchers and Confucius Institute administrators was conducted and diverse views were found. Accordingly, the development of mutual trust associated with the phenomenon appears to be at an early stage, and the impact of Confucius Institutes on their host countries is not yet fully apparent. Abstract: Die Aufsatzsammlung präsentiert die Ergebnisse eines Projekts, das 2010 von EUNIC (European Union National Institutes for Culture) in Auftrag gegeben und gemeinsam mit seinen Partnern wie dem Goethe-Institut, dem Dänischen Kulturinstitut und dem British Council realisiert wurde. Eine den Beiträgen vorangestellte rhetorische Frage: "Meinen wir das Gleiche, wenn wir das Gleiche sagen?" deutet die Diversität der unterschiedlichen Kulturen an, ohne dabei zu einem polarisierenden Urteil zu gelangen. Vielmehr sollen die Möglichkeiten kultureller Zusammenarbeit zwischen China und Europa vor dem Hintergrund globaler ökonomischer Krisen ausgelotet werden. Der "Europe-China Cultural Compass" beschäftigt sich als Teil eines anhaltenden Dialogs zwischen China und Europa mit Chancen und Perspektiven der europäisch-chinesischen Kulturbeziehungen. Neben Hintergrundwissen zu Medien, Wertesystemen und Gesellschaft, das die Thematik aus der Sicht der europäischen und der chinesischen Autoren beleuchtet, werden Konzeption und Praxis der kulturellen Arbeit in China vorgestellt. Erfahrungsberichte zu bereits realisierten Projekten wie die EXPO 2010 in Shanghai oder das finnisch-chinesische Kultur- und Kunstfestival in Helsinki gewähren einen Einblick in die Bandbreite der europäisch-chinesischen Kulturarbeit. Eine Retrospektive zum kulturellen Austausch in den Bereichen Kunst, Literatur, Musik, Philosophie und Film rundet diese Publikation ab. (ifa)

Abstract: Sie gelten als Aushängeschilder der chinesischen Public Diplomacy: die Konfuzius-Institute (KI). Doch welches Konzept steht dahinter, wie sind sie aufgebaut und wer finanziert sie? Diese und weitere Fragen beantwortet Falk Hartig in seinem Buch "Chinese Public Diplomacy: The rise of the Confucius Institute". Nach einem kurzen Überblick über allgemeine Grundlagen von Public Diplomacy und zu chinesischer Außenpolitik geht der Autor auf die Akteure der Public Diplomacy in China ein und beschreibt die Umstände, die zur Gründung der KI geführt haben: Wie agieren sie? Wie präsent sind sie gegenüber klassischen Akteuren chinesischer Außenpolitik? Der Fokus von Hartigs Analyse liegt auf Europa und Ozeanien; anhand von Fallstudien gibt der Autor detaillierte Einblicke in die Arbeit der Institute. Auch die starke Kritik und der zugleich hohe Zuspruch durch westliche Medien werden ausführlich erläutert. Dabei legt sich Hartig auf keine Position fest, sondern ergänzt die Debatte um einen sachlichen Beitrag. Er greift ideologische Streitfragen auf, betrachtet praktische Aspekte der Institute und vergleicht sie mit Mittlerorganisationen wie dem Goethe-Institut. Anders als in Deutschland sind KI "joint
ventures" internationaler und chinesischer Partner aus den Bereichen Bildung und Kultur. Die
internationale Bereitschaft zur Finanzierung sei durch die globale Faszination für chinesische Kultur und Sprache allgemein sehr groß. Anregungen für künftige Forschungen gibt Hartig am Ende des Buchs, zum Beispiel zur Rolle der KI in Afrika und zu einer Untersuchung aus Sicht der Zielgruppe. (ifa)
