United Kingdom Foreign Cultural Policy

Responsibility for foreign cultural relations rests with the Foreign and Commonwealth Office, with support from the Department of Culture, Media and Sport.
The central organisation charged with carrying out all foreign cultural activities is the British Council. The British Council cooperates closely with the embassies and high commissions as part of a coordinated British public diplomatic strategy. The council sees itself as a public institution that performs its work independent of the government, but for which ultimately the ministries are responsible. Its financing comes from public funds (especially from the Foreign and Commonwealth Office), and from its own profit-making activities. There are about 220 branch offices of the British Council in 109 countries.
